On December 8, 2025, the Essex County Police formally recognized Portuguese businessman César DePaço as Officer of Emergency Management Liaison, a decision that represents a high level of institutional trust and a public acknowledgment of his civic merit, spirit of service, and consistent dedication to the cause of public safety and public order.

The appointment, formalized through a certificate of recognition duly issued by the Essex County Sheriff’s Office, is part of a longstanding tradition of responsible cooperation between public authorities and citizens whose personal and professional trajectories demonstrate a strong sense of duty, prudence in action, and an unwavering commitment to the common good. The role now assigned carries particular relevance in a context in which effective coordination, rigorous preparedness, and calm response to emergency situations require technical competence, sound judgment, and respect for institutions.
 

César DePaço, a resident of the United States for thirty-one years, and a businessman and philanthropist widely recognized for his continued support of law enforcement agencies and various public-interest initiatives, will now work in close coordination with Essex County services in the field of emergency management, contributing to the strengthening of communication mechanisms, planning, and interinstitutional cooperation.

The recognition ceremony, held in the city of Newark, was attended by representatives of the police department and carried significant symbolic meaning, highlighting the value placed on responsible civic service and loyalty to public institutions.

The appointment was authorized and signed by the Sheriff of Essex County, Amir D. Jones, and was also attended by Interim Executive Undersheriff Arthur Jorge. In their remarks, both emphasized the importance of partnerships grounded in mutual trust, respect for the law, and the unwavering defense of community safety.

Also accompanying César DePaço was his loyal friend and security companion, “Sergeant K-9 Lanzer,” a service dog duly appointed by the Somerset County Sheriff’s Office and a living symbol of discipline, dedication, and the bond of trust between humans and animals in the service of public order.

His presence added special significance to the ceremony, underscoring the essential role that canine units play in protecting communities.
